I believe it is possible for anyone who longs for, thirst and hungers for it; that they may know God and be Known by Him, to have a face to face encounter with Him, simply put to dwell in His presence. To talk/discuss things with God as a friend would Face to Face.

Matthew 5:6:Blessed are those who hunger and thirst for righteousness, for they will be filled.

Exodus 33:11:The LORD would speak to Moses face to face, as a man speaks with his friend.
